Overview
Statutory committees are an essential pillar of how MS Digital University will be governed. Once the university receives statutory approvals, these committees will be constituted in accordance with the university's statutes, UGC regulations, and applicable laws — playing a critical role in maintaining standards, protecting rights, and ensuring the university remains a safe, inclusive, and accountable institution.
Each committee will have a defined mandate, composition, and reporting line. Together, they will cover the full spectrum of responsibilities — from learner welfare, safety, and equal opportunity to financial oversight, research ethics, and long-term planning. Their recommendations will shape institutional policy and be reviewed by the Board of Management.
Purpose & Mandate
- Ensure compliance with UGC regulations and applicable statutory frameworks once the university is approved
- Provide transparent mechanisms for grievance redressal across the university
- Safeguard the dignity, safety, and rights of every student and staff member
- Oversee financial propriety, planning, and resource utilisation
- Promote inclusive access for learners with disabilities and from underrepresented groups
- Uphold the highest standards of research ethics and academic integrity
- Review and approve key policies that affect the learner experience
- Report periodically to the Board of Management and regulatory authorities
Planned Committees
Internal Complaints Committee (ICC)
To be constituted under the Sexual Harassment of Women at Workplace Act, 2013, to prevent, prohibit, and redress incidents of sexual harassment within the university.
Anti-Ragging Committee
To be constituted under UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009, to prevent ragging and take prompt action on reported incidents.
Student Grievance Redressal Committee
Will provide a fair, transparent, and time-bound mechanism for students to raise academic, administrative, or welfare-related grievances.
SC/ST Committee
Will safeguard the interests of students and staff from Scheduled Castes and Scheduled Tribes communities, and monitor reservation and welfare policies.
Equal Opportunity Cell
Will promote equal opportunity for learners from underrepresented groups, including persons with disabilities, minorities, and women learners.
Finance Committee
Will oversee the financial planning, budgeting, investment, and expenditure of the university, and recommend financial policies to the Board of Management.
Research & Ethics Committee
Will ensure all research conducted under the university's banner adheres to ethical norms, data privacy, and national research guidelines.
Planning & Monitoring Board
Will oversee long-term institutional planning, monitor progress against strategic objectives, and review quality and outcome metrics.
