About UGC-DEB Entitlement

The Distance Education Bureau (DEB) is a specialised bureau under the University Grants Commission (UGC) that regulates and oversees all higher education programmes offered through Open & Distance Learning (ODL) and Online (OL) modes in India. Universities seeking to offer such programmes must obtain an explicit entitlement from UGC-DEB.

MS Digital University is in the process of seeking entitlement from UGC-DEB to offer programmes in both ODL and OL modes. Once granted, the entitlement will be maintained in compliance with the UGC (ODL & Online Programmes) Regulations, 2020, and all approved programmes will be listed on the UGC-DEB portal at deb.ugc.ac.in.

Planned Entitlement Scope

  • Plans to offer programmes through Online Learning (OL) mode — pending UGC-DEB entitlement
  • Plans to offer programmes through Open and Distance Learning (ODL) mode — pending UGC-DEB entitlement
  • All OL & ODL programmes will be listed on the UGC-DEB portal (deb.ugc.ac.in) once entitlement is granted
  • Will comply with UGC (ODL & Online Programmes) Regulations, 2020 upon receipt of entitlement
  • Students enrolled in OL/ODL programmes will be eligible for Academic Bank of Credits (ABC) post-commencement
  • Programmes, once recognised, will be valid for employment in Central and State Government services
  • Learners will be able to study from any location within India and internationally
  • Degrees and diplomas awarded post-recognition will carry the same national validity as conventional programmes

Degree Validity & Benefits

Government Jobs

Once UGC-DEB entitlement is granted, degrees from MS Digital University will be valid for all Central and State Government employment, PSU recruitment, and public sector hiring.

Higher Studies

Graduates will be able to pursue higher degrees, fellowships, and research programmes at recognised universities in India and abroad upon obtaining UGC recognition.

Professional Credentials

Credits earned via ABC (Academic Bank of Credits) will be transferable across institutions under the NEP 2020 multiple entry-exit framework once the university is operational.

Global Recognition

Upon UGC recognition, degrees will be accepted by foreign universities for admission to higher education and by international employers.
