About UGC Recognition
The University Grants Commission (UGC) is a statutory body established by the Government of India under the UGC Act, 1956. It coordinates, determines, and maintains the standards of higher education across India. A UGC-recognised university has the authority to award degrees that are valid and accepted nationwide.
MS Digital University is in the process of seeking formal recognition from the UGC under Section 2(f) of the UGC Act, 1956. Once recognition is granted, the university will be an authorised institution of higher learning entitled to offer undergraduate, postgraduate, diploma, and certificate programmes through Online Learning (OL) and Open & Distance Learning (ODL) modes.

- Being established under the Punjab Private Digital Open Universities Policy, 2026
- Seeking recognition under Section 2(f) of the UGC Act, 1956 — subject to statutory approval
- Plans to offer programmes through Online Learning (OL) mode upon recognition
- Plans to offer programmes through Open & Distance Learning (ODL) mode upon recognition
- Will comply with UGC (ODL & Online Programmes) Regulations, 2020 once recognition is granted
- Upon recognition, will be authorised to award degrees, diplomas, and certificates recognised across India
- Eligible to apply for listing in UGC's recognised universities list post-recognition
- Planned integration with Academic Bank of Credits (ABC) under NEP 2020 upon commencement
Regulatory Framework

MS Digital University is being established and will seek recognition under Section 2(f) of the University Grants Commission Act, 1956 — the primary legislative framework governing higher education in India.
ODL & OL Regulations, 2020
All proposed programmes are being designed to comply fully with UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, pending the granting of formal recognition.
NEP 2020 Alignment
Our planned curriculum and credit framework align with the National Education Policy 2020, including multiple entry-exit options, Academic Bank of Credits (ABC), and multidisciplinary learning pathways.
Learner Eligibility
Once UGC recognition is granted, degrees awarded by MS Digital University will be recognised by all central and state governments, public sector undertakings, and private employers across India.
